Charlotte-Mecklenburg Police Department disciplined three officers for drawing weapons, busting car windows, and breaking a man's elbow during a traffic stop.

The department suspended one of the officers without pay for two weeks. It also disciplined a second officer and a supervisor.

The office also released police footage showing the officers stopping 37-year-old Anthony Caldwell on Billy Graham Parkway.

Caldwell, his girlfriend, and his brother were driving in the area of Tryon Street when officers stopped them.

Footage of the incident shows the officers following Caldwell — with their blue lights on — at a low speed.

A total of 45 seconds elapse between the time the lights first come on until Caldwell stops.

Once Caldwell pulls over into a nearby hotel's parking spot, the officers then jump out of their car and surround Caldwell's car.

While drawing their weapons, they demand Caldwell and the passengers to get out of the car. They also try to open the car's doors.

Then, Caldwell lowers the window, asking why they stopped him. But the officers don't answer.

Instead, one officer begins beating the driver's window with a baton. Moments later, a second officer also begins smashing the passenger side window.

The officer hitting the driver-side window continues shouting, using profanity as he breaks the window glass.

The officers then pulled Caldwell out, tackling him to the ground. They handcuff and then put him in a patrol car, where an officer slams his foot in the door.

At one point, Caldwell asked to speak with a supervisor; however, the sergeant on the scene refused to talk to him.

After taking him into custody, they charged him with resisting an officer and traffic-related offenses.

Later the cops released Caldwell from jail, suffering a fractured elbow.

Caldwell then filed a complaint with CMPD regarding his arrest.

Speaking to WBTV, Caldwell said:

"That situation was blown all the way out of proportion. That situation was escalated all the way to a life or death situation."

Caldwell added that the officers didn't inform him of the 'reason for pulling him' over or why they arrested him.

He said:

"Nobody said anything. Nobody talked to me, there's nothing to talk about when you've got that gun in my face."

CMPD then launched an internal investigation of the incident.

The police review determined the officers violated department policy.

One of the officers closed a police vehicle's door on Caldwell's foot and then failed to report the incident to a supervisor. The officer received an unpaid suspension.

A sergeant on the scene, who police said violated the department's Rules of Conduct, received a written reprimand. He had refused to speak with Caldwell when he asked to speak with a supervisor.
